Because, to use the Gamecube memory card, the Wii must reboot in 'cube mode. This stops us screwing about with sensitive data etc etc.
The end.
And because Nintendo wanted it to be this way mainly.
It may be that the Wii's internal file system isn't even compatible with the one used on the much older GCN memory cards.
And even if it were...
Wii blocks =/= GCN blocks,
....so you'd have to include two separate block counts on the back of the box. That would prove confusing for your casual player.
PS. It should also be mentioned that the largest offical GCN memory card is just 8MB in size. By contrast, the Wii's internal memory is 512MB. There's no way that these tiny cards would eliminate the need for a HDD add-on.

But from a practical standpoint though, the "more expensive" cards make more sense:
251 Block GCN memory card = 2MB = about 18 USD
1GB SD card = 1GB = 40USD for the "offical Wii model", though you can get another brand of SD card for less than half that.
Plus Nintendo doesn't actually make the "official Wii SD cards", SanDisk does. So they only get a portion of the profits.
