try the following:

1. re-synch the wii remote and the console

2. unplug the console from the power and plug it back in

3. just press "A" sometimes the wii remote is not activated yet (happens to me)

4. move away from the TV because if you are too close it will not work

5. change the battaries and make sure you are using alkaline only

6. if all else fails call Nintendo and they might send you another one...

Make sure your sensor bar is still in place.  A friend of mine had a similar problem until he realized that his sensor bar and fallen behind his TV.

...nothing blocks the sensor bar, and the strange thing is that the A botton in the warning screen works, and the home works(it says the batteries are full charged)but the "hand" in the wii menu doesn't appear...

One of my wiimotes broke and Nintendo fixed it for free :D.  Just call their tech support.  You'll probably have to wait a while but it'll be worth it if your wii gets fixed.  I spent several hours monkeying with my router until I finally called somebody about it.  If I could have done it again I would have called Nintendo first.

How the hell would it cost you? It's a 1-800 toll free number. It doesn't cost me jack to call those numbers on a landline.

Get wii play it comes with a wiimote and you just pay ten dollars for a bunch of minigames.
