i'd think fall 2010 would be ok to announce it, coming out in summer 2011.
i'd hope at least a good ARM CPU @ 400Mhz to 600Mhz
32MB to 64MB system RAM, 4MB-16MB VRAM, one big touch screen that runs DS games in BC by spliting the wide 4 inch screen, slide out buttons.
i'd be happy if they annoucned a true nex gen DS today actually, or Game Boy Evolution or whatever

I wouldn't be happy about anything before 2012
I know there is still so much potential left to be tapped in the DS itself, like with Scribblenauts, but a new console with GameCube or better graphics and physics, better online gaming, better multimedia functions, better hardware,
I mean the new Zune HD is launching with Nvidia Tegra, which has been projected to clock in at between 600Mhz and 1Ghz. On a mobile platform the size of the iPod touch. .33 inch thin. thats here in 2009, in 2011 or 2012 it could be so much better (also Tegra is suppose to be such a great CPU for mobile devices that it will give this new Zune 50 plus hours of Audio playback and 10-15 hours of 480x272 Video playback)
Can you imagine what tech advances will happen between now and 2011? And don't forget we'll be lucky if nintendo's hardware is anywhere near the tech of the time.
Once, before their consoles started losing, they would push hardware to the max (N64 and GCN launched both with impressive hardware for the time) Now, not so much. Why would they? its been making them money not pushing hardware.
So in 2012 when we have mobile fones, mobile gaming devices like Walkmans, Ipods, Zunes with 1-2Ghz CPUs, 512MB to 1GB of RAM ( there have been Tablets with those kinda of specs with 5-7 inch screens) we will be lucky if whatever new Nintendo handheld at the time is twice as powerful as the DS itself
