So yeah, I'm wondering...

Is the Nintendo WiFi USB Connector still incompatible with Windows Vista? or is there a new one that works with Vista?

I bought mine a month ago and it says on the back of the box that its not compatible. Perhaps you should check nintendo.com just to be sure.

Or get windows XP installed.

Nintendo.com offers a patch for players with Vista on their computers. Go to Nintendo.com and look under the connectors troubleshooting fixes.
