well in some of the places where there are baseball parks theres probably a large African American comunity. Any ways its a lot easier for devs to make just a few basic models for fans and slightly change them to make different looking fans.

Luckily, you are incorrect in your assumption.  You see, white people are portrayed with similar-looking faces, but the shading element keeps them from being pure white.  There are 2 white people in picture #1 in the lower-left corner.  One has a red shirt and the other has a pinkish shirt.  Look again and you should be able to see the difference.
