NTSC on PAL?

is there any way I can play the japanese(NTSC) version of Wii sport: Resort on my european(PAL) Nintendo Wii?

I think to put it simply not without breaking one or more laws.

since when is using a freeloader disk illegal ?

not claiming it isn't but im wondering because i thought it's fine , i thought it's illegal to PIRATE games not to IMPORT originals and freeload them
