I would love to help, but I haven't heard of that event but I already have and have collected everything in the E-Hero pack.

All you have to do is complete the "criminal" quest. How far are you in the game? I'll help out if I can, just tell me where you are in the game's main quest and I'll tell you what you need to do to get to that point in the game so you can unlock the pack.
