Yeah, i guess so.Here's my theory. Black and White take place on a seperate continent (North America) than the previous games (Japan). These Pokémon evolved seperately from each other. (But shouldn't that mean they should share a common pre-evolution?)

I'm pretty sure Isshu is based on a region in Japan. The Disco Bison doesn't really look like an evolution of Tauros, it's really more like an equivalent. As for Mamanbou, my theory is that they designed it as an evolution to Luvdisc before they decided not to feature any new evolutions this gen and decided to use it anyway.
