If i remember well, you have to go to Pastoria city, and search for a member of Team Galaxy. After you speak with him he runs away and then you have to face some other member of team galaxy at Lake Valor. Then i think you get the thing you need to move the psyducks at route 210. When that's done you can go to celestic town, and i think that's it, after you do all that you should be able to fight Fantima.
