Normal DS games aren't region locked and can be played on any DS/DSLite/DSi from any country. The DSiWare shop games/apps that you download will access the shop of the region in which you bought your system. In other words...an American DSi accesses the American DSiWare shop, Japanese DSi to Japanese DSiWare Shop, ect. There are a couple store-bought DSi-enhanced games that are also region locked and will only work on a system from the same region.
