The fixed camera angles used in the older Resident Evil games meant that the background elements could be prerendered (since you have complete control over perspective).
Once you get into full 3D, this trick can no longer be used.

It means elements of a scene that appear to be 3D are in fact just pictures (either drawn, or previously rendered in a 3D program) that have been cleverly composed to match the fixed perspective of the scene.

Think looking at a picture. Yeah, it's pretty, but you can't change your view of an object or setting; you're stuck in the same perspective. What pre-rendering does is make an extremely well-detailed picture, and then give the player the illusion that he's running through it.

Pretty much. :| It's technically just pretty wallpaper. In RE4, it's all 3D.
