No the wii comes with 512mb internal flash memory. But you will need it if you plan on getting tons of VC games since you only get like 300mb for actual game storage and gamesaves because alot of the internal space is used up by the wii for operating systems channels etc.
Nope you don't need one. But if you want to bring a save file from your Wii to a friends Wii, that is one way to transfer Wii game data. You can't transfer VC games though.
