I have both, I rarely use my PSP. The PSP has better hardware (Obviously) but lacks a good library (Eventhough God of War is amazing).
The DS has an amazing one (In my opinion). It's your birthday, do as your heart desires.
Also, most people here are going to say DS, because it's the DS forums.
If you want a console like experience, get a psp; you can't go wrong with crisis core, metal gear, god of war, and there's the playstation classics such as the original metal gear solid and final fantasy vii.
If you want something reminiscent of the good ol' SNES in your hand, plus some unique games, get a ds. Oh, and get the world ends with you. It's the best DS game EVER... imo
I think you should get a ds (Granted you're looking for a handheld). Simply because there's a lot of games, and well, there is a lot of good games and variety. There are some good games on the PSP, but well... my brother got a psp, and he doesn't play it at all and regrets buying it. He states it as:
"There's few good games, and most of them are pretty buggy"
But idunno. I recommend ds, but that's just me. It truly is up to you. Cruize through the games on the handheld on gamespot, watch some video reviews, see if any catch your fancy.
Just saying this, but you are going to be hearing a lot of pro-DS answers as this is the DS forum. I would say "Take this to System Wars," but that isn't always right, either.
But if you want it, and you've found some games that you want, then go for it.

At first, I tought PSP is better than NDS, so I bought PSP. Then, 1 of my friend from workplace bring along her NDS, it not take long time for me to love this handheld. It got variety in da gameplay, eventhough its graphic not as good as PSP. 1 month later I bought it, and now its always stick with me wherever i go :D
Take a look at each of the handhelds libraries and read the reviews on games that catch your eye.. If more games catch your eye on one system on one system than the other.. get that system.
For me, the DS was that system, which is why I picked it up! Either one you pick, odds are you'll have a lot of fun with it:)
