If you want to play Game Boy Advance games, you can't actually use GBA cartridges in a 3DS, but what you can do is just download the games off the Nintendo shop using your 3DS. The games would actually come out cheaper that way and you don't have any boxes or cartidges to worry about losing. Not only that, but there are also a lot of much older Game Boy, Game Boy Color and NES games to be downloaded through the Nintendo shop. You are going to spend more if you buy a 3DS, but you can shave off some dollars by buying a 3DS in used condition on Amazon. I recently got one with a great deal, so I'm happy with it. It's overall a better value.
The Vita is way too pricey at the moment so I wouldn't go there, and I feel like buying a PSP would set you back. If I were you, I'd save up an extra hundred bucks and just go with a 3DS. The Vita's price isn't going to match the 3DS for a long while (I'd expect like in at least 3 years or more). I mean, it won't kill you if you don't have this system tomorrow, so I'd just advise you to be patient. With the $35 people say you can buy a regular DS for, you can use that money for like 7 or so games on the Nintendo Shop with a 3DS.
