Smeargle learns all these moves via Sketch, but has 75 base speed which is quite low. And it's frail but is your best bet. At least it gets spore, wich helps a lot.

Not counting smeargle, no normal pokemon can learn Spikes or Toxic Spikes.

Clefable, Miltank and Blissey can learn stealth rock, and are viable users.

Miltank is only useful for UU, but it has a lot of better options for support.

Clefable is a great addition as support, as it learns Encore, wish, aromatherapy, dual screens, thunder wave, and is one of the best users of trick, since it can trick a poison orb at someone not suffering the damage from the poison. It can also stall in hail/sandstorm teams with an wish/cosmic power/toxic/seismic toss set, and you can drop toxic if you use toxic spikes you can drop the toxic for the Stealth Rock. It has base 60 speed but has the bulk to easily use the rocks.

Blissey.. Erm, you should know this pink blob. If you don't, just be aware that it WALL THE ENTIRE SPECIAL SIDE OF THE METAGAME. Simply as that. It forces a lot of switches and is a viable user. Again, low speed, base 55, but it has the best bulk possible, at least for the special side.

I second both Icare0 and th3tr335. This is in no way the ultimate question, and Icare's got the right info for your question (I have no idea what you mean by looking like a normal type, they either are or they aren't). You honestly could have done your own research though, it wouldn't have taken long.

what is the difference between uu or ou or ......

They are tiers used in competitive battle to create environments in which weaker pokemon can be used effectively.

OU stands for Overused, and is the tier of pokemon most used. It's the Standard tier. UU Stands for Underused and is the place in which less used pokemon is used. There is also Uber tier, which is a tier made of pokemon banned fom standard play, like Lugia, Mewtwo and Garchomp, the Borderline, which is a tier made of pokemon banned from UU but with not enough usage in OU to be in OU tier, and the NU, the Neverused tier, which is made with pokemon even less used than UU.

Pokemon of a lower tier can be used in a higher tier, but higher tier's pokemon are banned from the lowers tier. This means that you can use Clefable, a UU poke, in OU, but since Kyogre is uber you will never be able to use it in Standard.
