VC games get bought with Wii points. You can buy Wii points online with your credit card, or you can buy a Wii points card at a store, and pay with cash if you want.
You get charged 40 cents per transaction if you use your credit/debit card to buy Wii Points in the Virtual Console I'd get Wii points cards.. you can find them at Amazon.com and at Walmart
