I say, Phantom Hourglass > Spirit Tracks I'll give one supporting detail for now: It was so maddeningly frustrating to get through the Tower of Spirits on the 5th and especially the 6th go around. One of the least enjoyable experiences in the entire Legend of Zelda franchise are those last two times you need to be at the Tower of Spirits. The temple of the ocean king wasn't as bad the Tower of Spirits

It's weird that they added the Tower of Spirits seeing as the Ocean Temple was one of the biggest complaints about Phantom Hourglass.
I played through Skyward Sword and Spirit Tracks at the same time. Both games served as a return to the franchise for me after having been absent from it since A Link to the Past. I MUCH prefer Spirit Tracks to Skyward Sword.
Other than that one temple you had to revisit over and over, I really don't see what was so bad about PH. I even greatly perfer the controls of PH to more traditional handheld zeldas like MC.

I hear so many people say similar things about PH, but I really like that game better than ST.
as you see right after the highlighted part, you can see that i far preferred ST.
