Not much, to be honest. There are a handful of time wasters built into the 3DS, but they're VERY light on content. Something like Ghost Recon Shadow Wars should be quite cheap at this point (Amazon has some around $10 used) and has way more content than some of the E-Shop stuff. I mean, Pushmo is a good game, but it's very one note for its asking price, and for an extra two bucks Shadow Wars has way more game to it.
Let's see... AR Games are kinda cool. Face Raiders is kinda cool. I used to read FanFictions on Internet Browser when I was in your predicament :P Maybe you can buy a DS game in the meanwhile? Used ones cost only a few dollars.
If youre going to be short on cash, download Pushmo once you have your 3ds. Its only 7 dollars and I've already had almost forty hours worth of fun with it
Like others have said, check out some DS games you may have missed as those should be cheap by now. The Nintendo e-Shop is another good place to look for low priced games that may interest you.

It really sucks to be in such a position. I'd sit down and really think about which games are going to last you the longest amount of time and pick one of those when you can afford one.
Download the free Zelda game on the e shop with some game demos. You also got face raiders and AR games to play. Browse the internet and record or take 3d videos and pictures.
Go to the club nintendo website, register your 3DS which gives you 160 coins I believe. One of the rewards is always an eshop game, which is 150 coins. Right now it's Art Academy. Also, Four Swords is still free and there are a few demos available.
The AR games, Faceraiders, web browsing (though not recommended), Netflix, Swapnote Messaging (if you have friends to message with, I like to use this as my form of communication most times.) and playing DS games if you want. Also, if you get StreetPasses, you can do Mii Plaza (or take your DS with you on a walk to collect coins to use in Mii Plaza.)
