I have wondered about that unless Bowser makes eggs which would make him a "her" , ewwww. It's not too farfetched for Nintendo, *Pointing at Birdo*.
If that's true, then whose the father? If it isn't, then you have to wonder about what Bowser did all that time he was waiting with peach for Mario to show up. And actually he has twelve kids, the eight from SMB3, the three from Mario Party, and Bowser JR (who call Peach his mother).
