Apparently, hair can come in different colors on different parts of your body. I have blond hair on top of my head, but brown, almost black hair for a beard (I shave it off).
i have brown hair and my facial hair grows in black. maybe its an italian thing since me and mario are both italian. lol. ive seen tons of people that have hair thats naturally different colors
At this very moment I have a Super Mario Galaxy t-shirt on (licensed by Nintendo) and his hair & mustache are both brown. His mustache looks a little darker but I think its a shadow being cast by his nose because the highlights are brown. Same thing with his eyebrows. He has a hat on that has a shadow casting onto his eyebrows but all highlights are brown. But hey, I'm just going by a t-shirt so what do I know? ;)

It's because it's a fake moustache! He looks up to Luigi and copies everything he does. He can't grow his own facial hair for some reason so he stole luigi's moustache trimmings, stuck them together and then to his face. Trust me, one day it's going to fall off and when it does he'll be the laughing stock of the Mushroom Kingdom.
Seeing a few gray hairs on his head, Mario went to the drugstore. He bought the Just For Men brown box for his hair, after realizing that they were out of the black hair color. And, he settled for the mismatch.
Also, back on the older consoles, limited colour palettes meant they either had to cheat the look, or make it brown to prevent it from blending in with the background colour. Nowadyas with all its 3d glory, it appears they've primarily went to the brown look.

A lot of Italians, have brown hair and black facial hair. I'm part Italian and I fall into the same category. I have dark brown hair, and light black facial hair.
