Wii Play allows you to as well. You can use two Wii Remotes in the shooting game for that.

Well it depends on what you mean when you say shooter, if you mean FPS than no. How do you think developers impliment 3D spatial movement without a analogue stick, Wii Balance Board?. Three control devices to control one singleplayer game would be out of the question. Until Nintendo provides a control solution the answer would have to be no.

Something like a shooting Gallery type game would work currently. I am still hoping for Point Blank from Namco or Wild Gunman from Nintendo.
