Im not sure I unerstand the question. Have you done the events in castle town like going to Telma's, the doctors, following the medicine, getting the statue, etc.? I think you get it powered back up after all that stuff.
IIRC when you talk to the scholar dude in Karakiko village (or whatever it's called) he will tell you all that stuff, and then a bunch of markers appear on your map. Go to each one, there will be a statue there, you can then move it to where it's supposed to be (small amount of puzzle stuff here) and each one reveals a hidden word or character of the sky peoples language. Once you have then all go back to scholar dude (beneath the shaman's house in the village) and he will be able to read the book, activate the staff etc. at least I think so, been a while though.... you could always visit gamefaq's ....
Go to Renondo in Kakiriko, then go to Thelma in Hyrule Castle, then go to the Goron doctor in Hyrule castle again, then look for the new scent somewhere in that room. I forget the rest.
