Kind of a difficult question to answer, don't you think? Anyway, psychologists believe the best way to stop things like this is to prevent it from happening. Some say the best way to do it is by starting at childhood.

Maybe so, and maybe not, but one thing that should be done is repeating users should be severely punished. It's pretty much the same as physically harming someone when they didn't do anything by smashing them with a hammer or trying to run them over.

That doesn't mean a harsh punishment is in order. We should focus on addressing the causes of antisocial behavior like this, not punishment. Rehabilitation is also important.
