A couple of questions about apartments

Ok i have two questions, first when it says tenatn pays all utilities the tenant being the person who owns the building correct? I would be the renter and the tenant would be the owner correct?

Next, Ok say i find one that is 600 dollars a month but has a deposit of 600 dollars does that deposit count as my first months rent?

1. No, you are the tenant.

2. No. They keep it until after you move out. If you damage the property, they will subtract whatever they need to from that deposit in order to fix it. If you take good care of the place, then you should get all $600 back.
