Eh, not quite. Significantly less so than Kardashian. Could afford to lose a few in select areas.

Beyonce's curves are part of her appeal for me, so I wouldn't want her to lose a few, but all I'm trying to say is that there's a huge middle ground between skinny and fat. There's no way Beyonce would be constantly praised for her looks if he was even slightly fat (i.e., chubby).
As far as celebrities are concerned, I think that Kelly Osborne (pre-weight lost) is a much better example of what one could consider fat. She was so chubby that even her face was chubby (and still is). Kardashian's face has no chubbiness to it. Like I said, she's just curvy.
To each their own, but fat is fat. While it might not be a particularly large amount, that's how "curves" are molded. The fact that people like curvy (i.e. slightly chubby in the right areas) is why they aren't grilled for being fat.
Beyonce has a relatively thin face, but that isn't the only place of the body containing fat, nor is it the part of her body I take issue with. (or in Kardashian for that matter)
Every woman (or man for that matter) has some amount of fat on their bodies. The presence of more fat than skinny women-leading to curves-does not make these women fat overall, especially not when we take into account what is generally thought of as fat.
