I think the US, for the most part, has it right. We have 50 states, each is sovereign. All must follow federal law, but beyond that each state can make its own laws. And with the electoral system for presidential elections, this also gives the minority some power. State may be small, but with races as tight as 2004 was, the minority can make a huge difference.
And if you dont like one state, you can go to another with an entirely different set of laws.
Communism. It's been a smashing success everywhere its been implemented. Eastern Europe, Soviet Russia, Cuba, North Korea and Vietnam, and many many more. All great successes.sonicareLol. Communism is the best form of goverment on paper I think... But when its actually implemented it is just.... well... horrible.

The law legalizes getting it, not creating it. The way the bill was set up has caused a debate between the state and feds as to wether it conflicts with federal law or not.

That's the way it was set up, or else we wouldnt need a federal government. State's are sovereign in that they can make any law that does not contradict federal law, we are United (AKA United States) In that we all obey Federal Law and enjoy the benefits of the Federal government.
Well we would all say democracy because thats all we and our parents and grandparents have known for the most part.
I wonder if people in Germany were actually unhappy between 33-39 the pre-war Nazi years.
