If there were a site on which the minimum age a user can be is 13, could someone who continuously spammed such a site with pornographic imagery be imprisoned or subjected to any other lawful punishment?

Depends on the state. And most cyber crimes are dealt with by the Sheriffs Department, so I really have no idea.
