Alright, so I'm driving down the street, and I notice shoes everywhere. Like, random kids shoes. I'll even see a shirt once in a while. What's with stripping drivers and passengers throwing their clothing on the road?

I notice this too all the time. There will be a random shoe or shirt. Probably from someone getting kidnapped.

I believe the reason is that their shoes and shirts became old, and they want to throw away for homeless persons.

I remember my art teacher once said that her parents always told her "If you ever get kidnapped, kick off a shoe or drop something of yours so we know where you were taken from." So everytime I see a shoe on the ground I think it was from a kidnapping.
