Time Warner Cable plans to test its controversial, new scheme to have users pay by the gigabyte in Rochester, New York, but the area's freshman congressman calls usage caps greedy and plans to introduce legislation to stop it.

I am very happy about this.

It is a money grab. The TW caps are insanely low for the price.

After being stuck on a crappy BT 24 quid a month 4gb wired capped broadband I can say I support this. As soon as our contract ended we moved onto O2 broadband - no cap, wireless router for 7.50 a month because my mum's mobile's on O2 contract. Not sure whether my pay as you go O2 counts as well.

I think that there are enough democrats that are fine with limiting corperate greed for this bill to have a chance.

That would be nice. Can you imagine if they introduced caps in large numbers way back in the day? I doubt once caps are established the service providers are going to budge far on them. I'd hate to see innovation when it comes to thinks like movies and providing other content over the net stifled because some service providers narrow the number of possible customers due to usage caps.

Yep, Pay as you Go counts aswell. Just have to top up minimum £10 every 3 months.
