Honestly, if the vehicle isn't moving than it's pretty idiotic for them to ticket you as it's not dangerous at all, but for moving vehicles.. hell yes.

With new license plate recognition technology, they can get almost instantaneous information on whether or not a car (or plate) is stolen. Some of the cameras are on the light bars and others are on the trunk. The Atlanta PD has cameras mounted on the trunk pointing each way. I would bet that lots of PDs are using this tech now.

We never did anything about passengers because the distraction level was never this great from them.  My mother drove fine with 4 kids in the car, and you can imagine how distracting that would be.  Put her on a phone while driving and the result of distraction is more severe. 

I have to disagree that "any" conversation is distracting.  I run heavy equipment in road construction. I have a clutch, gas, break, and a few levers or sticks to **** with while people walk around me on the ground.  And if I ever hit one of those people I wouldn't feel it.  But, I can concentrate on all of that because it's all part of where I am and what I'm doing.   Talking to the wife about how Sally needs new shoes while I drive down the hiway has nothing to do with driving.  

I can see the difference from having a passenger and talking on the phone.  I've been through both.  A passenger is way less likely to cause you to crash than a phone would be.

Currently 41 states ban any texting while driving and 12 states ban hand-held cellphone use. Thirty seven states ban all cellphone use by novice drivers (meaning teens mostly).

The Distracted Driving Laws page has a good chart for everyone so they know which states do not allow what. This is especially useful if you travel a lot.
