I wouldn't suggest cutting it especially if your used to having longish hair. I would just shrug it off for real. I look young for my age and have hair that could be considered Justin Bieber hair (though it really isn't anything like it, for one its not that styled) and it is what it is.
You'll grow eventually, you'll get facial hair, in the mean time I suggest working out. Nothing intense but seriously it can boost your self esteem(and it really will make you look a bit better, your not going to look ripped, but that isn't the goal) I just do a few workouts a day. A few reps of weight curls, some sit-ups, reverse crunches, and push-ups.

Yeah, working out could help quite a bit. Besides putting on mass, it will boost your self confidence. Just make sure you don't do low repetitions combined with heavy weight at your age, because you could stunt your growth. You would look ripped if you worked out 4-6 days a week doing repetitions of 25. Just make sure you eat a lot, protein, carbs, healthy fat, all of it. I would recomend Whey Protein Powder as well.
