I dont think you are understanding this... what you just read is an Executive Order...Bush signed it into effect on May 9th....

I fail to see how this will affect Europe...(the majority of the west) ...as long as the trade relations stay as they are..the west will be ok.

I'm just trying to get more info. If this is going to happen I want to be in a position to get in on that upper class serfdom rather than being just a regular old surf.
People are so paranoid. Nothing in there says the President can just take over all the government and rule as a king. Congress still controlls the budget and has impeachment power. Any directive that removes that power would be unconstituional and never enforcable. This directive authorizes the executive branch to cut a lot of federal red tape in case of ""Catastrophic Emergency" means any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions;". If the crap hits the fan, I'd like to know the government at least has a plan to secure the nation.
Further more: "21) This directive:
(a) Shall be implemented consistent with applicable law and the authorities of agencies, or heads of agencies, vested by law, and subject to the availability of appropriations;
