Scroll down to the bottom of the page where it has the blank space for typing. If you want to quote someone follow the grey bar next to their name until you reach "Quote".
Ok well I assume you've already found the section you want to post in. Just look under "Forum Search" and there should be a button that says "New Thread".
Make sure you are scrolled all the way at the top of the page. Look from the left hand side of the page, still all the way at the top and look slowly down until you pass the Tokyo Game show section, continue looking down until you see Forum Search and then look directly under that and you should see the New Thread button. If it is still not showing up then I can only assume you are being restricted from posting new threads possibly because of not being the correct level but I myself am only a level 3 on that site and I seem to be able to do them. Don't think I can help much past that.
