It was a glitch in Pokemon Red and Blue. Not sure if it was in Yellow. you'd surf this one stretch of the shore and that thing would appear, but it'd either screw up your game or you'd get an unlimited amount of an item that you had equipped or something. I forget the exact details.DigitalExile
