No, don't ask her out over the phone. Call her, but say "Hey, wanna meet up some time and hang?', if she says yes, you have the perfect oppurtunity to make a move. If she says no, then it might get awkard...

It's not what you say, it's how you say it that counts

 Aaaaaaaalright. 

I say call her and ask her out. 

He says "No, don't ask her out on the phone, ask her to meet you someplace and hang". 

My question is, what's the difference there?

 I'm not trying to antagonize or anything, but if you're splitting hairs like that, you're over thinking things.  It's better to just ask her out and get it out of the way one way or the other.
