Just asking, but have you ever served time for peeping?
Photography satellites orbits around earth at around 300 to 600 miles (480 to 970 km) and you complain about the quality?! I'd like to see you take a Nikon camera at that altitude and get better resolution. Besides, it takes alot of time to map an area the size of Washington, and it does cost so don't expect taking photos of Siberia or unimportant towns just like that.
You might want to look for spy satellites if you need to see license plates, and I guess that isn't as cheap as FREE Google Earth pictures.
