It looks like they were trying to get some collateral damage - they previously blew up another IED that apparently injured or killed a motorcyclist first. In this video, they are preparing another IED next to the motorcyle with hopes of killing first-responders. They probably even went so far as to call the first-responders themselves before trying to plant the second bomb. I guess the military was wise to the whole thing and set up a surveillance prior to going in.

Thankfully, the insurgent idiots killed themselves instead.

I do not envy anyone serving in Iraq or Afganistan when they have to do surveillance of every accident scene to make sure they aren't deathtraps.
