Yeah, it's very simple actually. When you eat a lot of ice cream really fast or drink a lot of a really cold beverage really fast you end up dramatically lowering the temperature of the tissues at the roof of your mouth. This causes the blood vessels in there to constrict (the proper term is vasoconstriction) which causes pain until the tissues "thaw out" and the blood vessels return to a normal diameter.
