Yeah i'm in college as well and those people aggravate me. I try and talk to some chick and some dude bust in on the scene like he's MC Hammer or something.

well if you say that when around the girl, she might get offended unless you are with her or something. Who are you to tell someone else to **** off if they are talking to someone else. Besides girls don't like outright competition like that because they think you are just trying to get in their pants. If she doesn't care for the guy either then just tell him in a subtle way to get lost.

You didn't say whether or not you think she's into you or not but if she is then the next time you see her just ask her if she'd like to grab a coffee or something after class. Don't even worry about the other dude, chances are she's probably noticed his behavior already and, depending what type she is, won't really care for it.
