I live in Fargo, North Dakota, and it's incredibly clean. It's always getting praise for being clean, safe, and friendly.t3hrubikscube
And annoying accents if the movie is a proper representation :P
East Lansing is quite clean if I say so myself.

 The accents in the movie are a bit exaggerated, but I can't deny that we kind of sound like that here! :PNorthridge, California, in LA county. Let me tell you, LA is a city with the most contrast Iv seen, some places are new, fresh paint, clean signs, things like that. And then down the road you'll see places with old paint, old signs, dirty roads, lots of litter. Stuff like that. Some places have sun-weathered signs that have not been replaced since th 70's or sooner! There is very little maintainance or care done for many buildings. It looks like people paint a house once, and only until most of the paint is faded and peeling off, do they consider re-painting.
And there is very little water-proofing done, or atleast very poor water proofing. Sure it only rains very rarely (today is the third day of rain in a row, with I think only 1 day of rain earlier this year, so four days this year). But when it does rain, roofs leak, and so on. Heck the building I work in is kind of modern but still leaks.
Highway signs are also very unlikely to be lit, or ever cleaned. You wont be able to read some highway signs because of all the grime, during the day time! So you might miss your exit or not have enough time to get over if you're going to a place for the first time and not sure where the exit is.
I rank LA county as very dirty.
Pretty clean I guess. The town centre has recently been regenerated as well, so it looks all spangly and new. Not sure how long that will last.
(I'm from a small town in the UK near London btw. You won't have heard of it.)
I live in a city a bit north of Gothenburg and it is pretty neat and clean. We have a bunch of people cleaning the city for a living.
When I visited there a couple years back, I found it relatively clean for a city of such size. Compared to Naples it's spotless.Uh, I live in Athens and its quite dirty.
People throw trash/cigarettes etc on the street and not in the trash cans, the pollution due to car emmision gasses is quite heavy which creates a lot of dust and other residues in the air...

I live about 15-20 minutes from Detroit, and my block is immaculate in comparison to Detroit. Detroit has to be one of the filthiest places in the world, at least that is actually inhabited. 1 out of 5 houses is condemned/boarded up, the streets and most driveways are full of garbage it is sickening and fear inspiring all at the same time...
