I've always been very forward and that tends to produce the best results. After having a few good conversations and establishing something of a relationship/friendship, I just ask them out for a drink or coffee. Just don't hum and haw about it too much; you need to act.

Honestly, you're going to have to go with your intuition and feel it out for yourself. There have been cases for me where I met a girl at a party and talked to them for only ten minutes and then successfully asked them out on a date. In other words, if she's into you, time isn't really a factor. She'll most likely just as soon go out with you whether you have two conversations or twenty conversations.

I was working at Guitar Center back when I was 18-19, and she came in to buy a couple of things for her brother, who I actually knew fairly well...but I didn't know he had a sister. We had just opened the store, I was back in the drum department with nothing to do at the moment, and she didn't have anywhere else to be.
I recognized her last name in the computer when she made her purchase, and asked if she was (my friend) Adam's sister. She said she was, and then got really friendly when she found out I knew her brother. She asked me to show her how to play drums, so I taught her how to play a basic rock beat, and then we talked for about 30 minutes.
When she had to leave, she told me I was cute and hoped to see me again. I told her if she would give her number she definitely would.
So she did, and I called her...and now 3 years later, we're engaged (getting married in '08 ).
