Depends on what the IG have. If they've got a nice Baneblade with them, then the Hulk may have a bit of trouble.
Then again, he could probably find some way to use the bloody thing as a weapon anyway.

Now that I've put some actual thought into it, this question is pretty stupid and shows a lack of understanding of how the IG even work. For one thing, there is no "standard" IG regiment to use as the Hulk's enemy in this scenario. The IG are separated into different regiments, with various specialties, degrees of quality, funding, equipment, training, tactics, environmental conditioning and such. Hell, some of them even have different physical attributes for the humans that make up the bulk of their forces. This is because the Imperium is vast, controlling millions of planets (and no planet is identical) with almost a dozen major enemies to deal with.
Then, it also does not specify just how many IG from the regiment will actually take part in this battle and what assets they'll be bringing (the kind of armour, the heavy-weapons distribution, the different classes of troops in different quantities, etc). It also doesn't specify the location of the battle, the weather conditions and other such factors.
Also, as another poster said, the IG do not operate on their own. As with any standing army, the IG require and use support from all other sections of the Imperium, and cannot function properly without the support. Besides that, there's also the question of whether the Imperial Navy is allowed in: If the initial IG attack fails (most likely to be Guardsmen supported by tanks, sniper units and aircraft), then they'll probably send the special forces to help out (Shock Troopers) and if that fails as well, then they'll call in Space Marines (also with different Chapters and such, no standard) and if that fails too, then they might give up and bombard the freaking thing (if the battle takes place on Earth in any time period, then this will not happen) using their massive ship-mounted planet-killer weaponry.

The Guard would win. Okay, the standard lasgun won't do much, but when the Russes and Lascannons and big stuff comes along, he's paste. A bunch of Lascannons would evaporate him, no matter how mad he is. If he is in a good position, he could kill hundreds of the guardsmen, but sooner or later a big gun will get a lucky shot, and even if it don't kill, every single gun in the army would fire afterwards.
There simply ain't no way the hulk can win. The guard could take out Abaddon if he was unsupported, so how the heck could poor Hulk do anything serious?
