Lil Wayne is a good rapper, probably one of the best in the south, and with 95 percent of the rappers from the south being flat out garbage, that's something.

Well like you said most rappers from the south are just garbage. By Southern Rap standards yeah Lil Wayne is good but otherwise not really. He doesn't even compare to NY rappers from the 90s.
Lil Wayne is probaly the most annoying artist i have ever heard. I will be honest i hate rap but not all of it is really that bad. His songs arnt catchy at all and i do not see how any one can like his music that much.
