I want some help

Ok guys i want some help with my gif avator.I have maded a gif icon for my profile and It's size is 62.55.And I want to reduce size of this image to 18 or 20.Because For uploading a icon on gamespot.The size of the file must be 20kmax.So can anybody tell me the website of it.Or can anybody reduce this image size so here it is.

upload it onto there, and it gives you the option of resizing it, specifically for an avatar.

But it don't reduces the file size of this image.I want to reduce the file size of this gif image.Which is 62.55 and I want to reduced it to 20 or 18

If you make the actual gif smaller, the file size will then reduce. If you already made it smaller, and the file size is still too large, than the gif you want has too much to it.

I have done this thing by reducing the image file size.The gif avator in my profile you are seeing was 50kb and I have turned it 18kb by a website.But I don't remember that website name:?

So Thats why I am asking ?
