If a white person is attacked for being white, do you consider it a hate crime?

Here's the way I see it.

Attacking a black person for being black: Racist and a hate crime.

Attacking a whiter person for being white: Racist and a hate crime.

We have treated the black community as crap, no denying that, but turning the hate right around is not the way to do it.
