I would rule in a fiscally and socially conservative manner.

I would get really really drunk and then fire nukes by throwing darts at a map to determine their location of where they should bring their destruction.

I would rid the world of drugs and alcohol. Sex would be allowed, just not outside marrige. Anyone who commited a crime more than two times, would be held in prison for only a year. If they committed anymore crimes, they would be put to death. Kinda like Death Note, just not so strict.

I would make the economy better for everyone. I would start charities and no poor would exist, all would be middle class or above. everyone would have a job and a home. Also, i would make sure tv stations show House more XD. and most importantly, i would make BC more popular than it is, with more active members, and a few mod spots and other staff spots. I would set up a similar system like the united states, but with all the nations. Each country or continent (not sure) would represent a state within the 'world'. I would write up and put a constitution similar to the US but revise it for specific reasons. Each continent would have its own rules and their own freedoms they could vote on (kind of like states rights... but "countries rights" if that makes sense.) But at the end of the day the constitution is put before everything.

For more social things : (if I were to run my country aka state)

. Abortion outlawed for anything after the first trimester

. All drugs legalized

. Prostitution legalized

. Gay marriage,polygamy etc all legalized.

. Legal Age limit for everything is 16 (including marriage)

. Sex with someone under 16 will be considered "child abuse"

. The producer of child porn is punished, those that are caught with child porn do not face penalties, only that they will be put on a list that details that they had child porn so they may be a danger to society. (sorry bad wording)

. Death penalty for any murder or killing caused by drug or alcohol use or purposely killing someone. manslaughter (accident) no penalty. you want drugs? Okay you take all the responsibility.

Now, for the drawbacks of legalization of prostitution/drugs:

Any OD or any injuries brought on by the drugs will not be payed by any kind of social program, social programs will NOT be funded by any government so in order for you to survive (methadone) you better hope people charitable or you better have some money.

Any rape brought on by your job (prostitution) you will pay for any health costs (exam, DNA check etc..) the rapist will be punished accordingly if caught.

No welfare for anyone that brought on their illness or misfortune on themselves.

Anything after basic health care needs will have to be provided by you, if you're overweight or obese and you brought in on yourself, you will not be helped by anything with the public's money, like above; find a good charity, be wealthy or you're ass-out.
