'A formerNYPDnarcotics detective snared in a corruption scandal testified it was common practice to fabricate drug charges against innocent people to meet arrest quotas.'

This is wrong, wrong on so many levels. There should be no such thing as a 'quota' for law enforcement.

It's their fault for being innocent. If people did more drugs, it would be easier for these officers to meet their quotas.

I could have told you stuff like that happened, thats why toward the end of the month I tend not to drive or go out much, they gotta make those quotas by the months end and if their slacking they will throw some B.S on you

what makes you think a state program does not have "quotas" to measure performance and that the individuals within dont abuse that system to look better?

Apparently it's supposed to motivate police, which is stupid in itself because they should already be motivated, as it's their job.
