Besides, I can't blame the NYPD for being jumpy. Nobody in New York backs them, and I recently heard about a cop who got shot to death by thugs who had stolen a car.
One was released and not charged with anything undernath the defense that he didn't shoot the man and that he was just driving the stolen car, so they let him go.
Also, their pay is balls compared to the LAPD. Starting salary is virtually double that of the NYPD. So they probably don't get the most motivated of officers.
We don't have that problem in Chicago or Illinois. If someone dies during the commission of a felony, the person committing that felony gets charged with murder. So in that case, the driver of the stolen car would get charged. regardless of whether he fired the weapon or not.
