Is 'bleeping' in shows used for comedic effect or censorship?

You know when apparently the characters are about to say a spoiler that they don't want the viewer to hear, or perhaps something vulgar, I don't know.

whats up with all these censor threads lately.

I guess it unintentionally adds to the comedy. I find the bleeps most funny in the Boondocks, for example.

If censorship wasn't as strict in the US this wouldn't be a big deal. A lot more liberal here in Norway. Flash **** and spew profanity and we don't care. It doesn't shock people.
