That would be considered a hyperextended knee, and no, its not normal. After dislocating my left knee once a few years ago it has been prone to being hyperextended (it's happened to me about 4 times in 5 years) and I usually can't do any strenuous physical activity for a week or more afterwards. But that lady's knee looks waaaay worse than what happens to my leg lol. That's how you tear ACL's, MCL's, etc....

Yes, no woman under any set of circumstances should ever require physical restraint, which may lead to injury.... :roll:
Cops rarely force anyone down like that. Chances are she ran, and they tackled her. If she broke or injured her leg, it's most likely her fault. But it's awfully hard to tell just from a picture.
